Does anyone know any possible reason that Lavok doesn't talk to the party after being seriously wounded? (sleep on the ground)
I didn't take Valgur in with me (even though I let him open the door), can that be a problem?

It doesn't matter whether or not you have Valygar with you. It's possible that the event didn't trigger. You can try a few things: talking to him yourself, reloading the last save and see if the event will trigger again.

Crenshinibon is correct as usual, the event didn't trigger. This could be caused by anything that prevented him from uttering his (not-quite)dying speach, which is the trigger; a silence 15' radius for example.
Another encounter that frequently suffers from this problem is the Lich/Demi-Lich Kangax in the Docks district.
