you can always CLUA it in -spoiler- . its usually the quickest and easiest way without starting from a previous save before you get the key if you have any.... or you can use shadowkeeper too.

I found the last save that the key appeared in, which was in the Umar Hills and then checked the dwellings and sure enough it was on the floor of the Mayor's house. So now I am in the asylum, which is a good place for me I think
