The rules are the same, it's just the way they are implemented which is inconsistent. European football has nothing to do with it; the rules are laid down and were ruthlessly enforced for one club, and are now being ignored for Liverpool.
PS It's only because Portsmouth were victimised last year that Liverpool are in Europe at all, we qualified for Europe through the FA Cup, but were refused the chance to play in Europe by the FA and EPL and Liverpool where given our spot! This is just adding insult to injury!
It is unfair, but the (perceived) top clubs will get special treatment simply because they are the top clubs and thus more likely to bring prestige to the league(s).
It is basically the same all over the world from what I've seen.

There's been a change in stance at the EPL, they are now saying Liverpool will have the 9 points deducted if they go into administration. I'm not sure if this is really a change in attitude due to the criticism that's been aimed at them, or if the original statement was an unauthorised 'mistake' by an EPL spokesman, the bottom line is that the rules apparently will be enforced, which is good news.
Gillette and Hicks are really in a lose/lose situation right now, if they win their court case then Liverpool will almost certainly go into administration, the Royal Bank of Scotland will then take over and sell the club anyway, with G&H receiving no money. If they lose the case then they will get no money from the sale as the money being offered would only be enough to cover their debts. Also by taking the case to court G&H may well have delayed the sale long enough to deprive the new owners of time to avoid administration.
There's also the major question of what the intentions of the would be purchasers really are. My suspicions are that they intend, once the books have been balanced, to use Liverpool as a financial milk cow to help finance the Redsox so they can compete with the Yankees. One thing's for sure, being owned by Yanks has been nothing but bad news for English football clubs, so far all the American owners have done is syphon money from them.

On that subject, is there anyone with some financial knowledge who might be able to explain why it's legal to buy something with borrowed money and subsequently offloading the debts on the item you just bought? To me it sounds obcene.

I don't get to go to any good football games, being in Canada and all. I like watching 1. FC Koln when I can though, and Germany for the UEFA/World Cup games.
Lukas Podolski and Wayne Rooney are my favourite players.
