when i went back to Cauis after retrieving the skull for the mages guild and i asked about orders again and he said that i didnt have the level or skill to continue and i should do freelance work, and i leveled and came back and said the same thing. so i just needed to know how much i needed to level before i could continue.

It's actually level 3 that you have to be. I suspect the problem is that you didn't actually get the notes from Sharn gra-Muzgob. I had that problem myself once. I suggest you go back to her and exhaust all dialogue options.

If that doesn't sort the problem you could try using the console, the command is

Journal A_1_MuzgobInformant 25

If that doesn't work then I'm not sure what you can do. Ask here again if those two fail and I'll rck my poor old brain for an answer.

The wonderfull thing about TES 3 is that you can solve everything with console command / construction set. I just finished a let's play a few days ago, and console was used to fix something almost every 5 parts

The level 6 i spoke about is the lowest-possible-level-to-get-all-quests in Oblivion (Azura requires rank 6). :)

Sadly for those with console versions Stworca,
you can solve everything with console command / construction set
is only true on a PC. the same is true for a lot of games, and of course third party mods are only available on PC. Which is why I've never wasted my money on a console.
