Spiked Chain + Weapon Finesse?

I've created an Elf warrior with 20 dexterity, Weapon Profiency (Spiked Chain) and Weapon Finesse. But it seems that dexterity isn't used for damage calculation... Why not?

Weapon Finesse makes dexterity affect your ATTACK, not damage

The manual says that dexterity is used for "ranged attack rolls, including those for attacks made with bows, crossbows, throwing axes and other ranged weapons." Is spiked chain also treated as a ranged weapon if used used from a distance?

Weapon finesse makes dex apply to SOME of your melee weapons instead of strength. Like rapier, dagger etc.

"Specifics: With a light weapon or rapier, you use your dexterity modifier instead of your strength modifier on attack rolls (only if your dexterity modifier is higher than your strength modifier). If you carry a shield, its armor check penalty applies to your attack rolls."

Although i'm not 100% sure if spiked chain is subject to finesse.. hmm
