I have been in and out of that building, even tried casting AOE spells and invisability spells in there to try and flush him out, but nothing happens.

I'll try reloading from an older game and see what happens.

And the wee woman was there on a reload, how strange...

Sorry I can't explain it, other than the fact that computers often correct themselves on reloading.
