SOZ - can't use portal?!

SOZ - can't use portal?!

Well, I'm at the end of Act II in SOZ, have upgraded the portal... just that I can't use it! Variel and everyone around just keeps talking about nonsense when I approach them, and the portal is just... there. How can I enter?

There is someone very near the portal that you apparently haven't seen, look closer. ;)
