3.5 Monster feats, mystery prestige class

Hi forums

When you have a creature that gets more HD as you level up (animal companion, ashworm dragoon mount, etc.) does that monster get skill points and feats with increased HD? Or just base attack bonus and save increases?

On an unrelated note, has anyone heard of this prestige class? I can't remember its name or the book its in, I'm going mad. It's a 5 level one, no base attack bonus at all. They get Evasion, Uncanny dodge, the improved versions of both, and something else I can't remember at level 5. I think they also have full high saves. I might be imagining it, I don't think I am.

Creature gain skill points and feats according to their HD, as long as it isn't a mindless creature.

No idea on the prestige class. I've never encountered a class that doesn't have an attack bonus.

The prestige class is from Savage Species. I don't recall the name, though.
