I've used the Skyline Apts elevator several times but it no longer seems usable after killing Vick. Can't get the up icon to light or be usuable. I have several quests I need too finish up there and my Haven.
It's quirky, should ork again after a reload, or renentering the building. You could use the ventilation system, but I imagine that'd be less appealing.
