It's one of your shouts, so you select it and then (on the PC) press Z.

i used this shout for alot of fun, i went to the cliff just to the right of the greybeard place and would use whirlwind sprint to go off of it, then watch just how many things my character would violently hit while falling down the mountain after death. lol fun times
o and if your on xbox hit the right bumper to use it, then wait for the bar at the top of the scrren around the compas to go back down, turn a bright white, then back to grey to use it again. if you are on playstation idk what the button is
