Spoilers
If I don't agree to have Bishop join me and Elanee to go try to recruit the Druids as allies in Act III, i understand he comes anyway. I use him as little as possible, have stripped him of all equipment, and haven't consequently leveled him up. Will Bishop have to be leveled up during this quest, if I don't invite him along? I will give him some armor and weapons to fight with during this incident, and then take them away afterward.
What I want to know is, do I have to level him up? If not, will he automatically level up in the last battle?

Bishop, Quara, and I believe Neeshka, level-up at the final battle. IF you have his approval rating up (and it doesn't take much), then he won't attack you. (..the same is true for Neeshka.) This is not true for Quara. His equipment does as well. I'm less sure of Neeshka's equipment. Quara's equipment doesn't matter.
If Quara AI weren't bad she probably would have killed my whole party
Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.
I believe it won't matter what you do to sabotage them.

One thing you can do that will slow down their movement is give them lots of heavy but useless inventory. They're not smart enough to drop it.

The AI will automatically equip them with good equipment. Bishop gets a bow and Qara gets a robe that grants her a lot of AC (which you cannot loot, sadly). I am also pretty sure they are re-leveled using their default package, meaning all your choices are irrelevant. I tried giving Qara only useless spells just to see what happens and she had her normal complement of offensive spells despite that.
