I'm re-educating myself on the current market, but I could use a hand if anyone's willing. Who has the upper hand in GPU performance, driver & hardware stability, etc?

Well first of all, it's no longer ATI, since AMD bought ATI and all the cards are now produced under AMD brand.
But on to your actual question. You're not going to get a unanimous response. Both companies make some really really good video cards.
Chances are, that if you get high end card from either of those companies, you'll be able to throw in just about any game at it, set it to max graphic settings and not have a glitch (assuming the rest of your PC is high end as well).
Both companies support their products with regular updates, and stability is good on both sides.
Of the latest cards, I do believe that NVidia has a slight advantage. But AMD cards do tend to be less expensive.

Can't really say yet which way I'll go yet. Motherboards are a whole new ball game too. I'm wondering if I should actually go and measure the size of some of these components, see if they actually fit together. GPUs have grown crazy big.
I'm considering alternative, quiet case/CPU/GPU cooling too. It isn't as much of a hot topic as it used to be, I can tell that much. I'd love to find out how for example water cooling compares to regular fans these days. I'm sure there have been advancements in both fields.

They tend to go back and forth for performance within a specific cost bracket. I advise checking Tom's Hardware. They have a monthly article for the best performing video card they could find in each price category and you can look up reviews for individual cards on there if you want more information on an individual card. [url="http://www.tomshardware.com/reviews/gaming-graphics-card-review,3107.html"]Here is the article for May.[/url] The June article will likely be up in about a week and a half if you want to wait for that. Some months there is little change and some months there is more, but that should give you an idea of current comparisons.
