Skyline Elevator Glitch and Question

i came across a glitch with the new patch, the elevator, where the 2,4,6 buttons wont light up, but 1,3,6 do, and i left the building and came back in, glitch still there, also noticed the door handles on the inside look like plants

Question: how do i access the libary building(across from the Ventrue tower) when i get a quest to go to that building, if there is a quest

Cant get the quest for the library, please help, i read the walkthrough and it says

After you have met Garry and finished the [MORE FUN WITH PESTILENCE] quest,
Beckett'll send you an email that something strange is going on in the public
library. Enter the downtown sewers and find "Access Point E", move into it and
then right until you get to a hatch. Open it and enter the public library. (dont know who this Garry guy is, and did the mentioned quest
