In secondary quests, Spitfire Bluff Territory, Velen. How do I use the lantern to find ghosts inside and outside the tower?

not sure what system you are playing on, but if it on pc ,you press tab to get the wheel up, and select the lantern,close the wheel, and activate the lantern.. (same way you use the crossbow)
