Well Im at Firkraag equipped all my "dragon" things got my rings of fire resistance Blessed Hasted Chanted I have 1 Fire elemental and 4 lesser fire elementals My charachters are as follows PC 13 Avenger
Minsc lvl 10 Keldorn Level 9 Viconia Lvl 9
Aerie Level 9 Nalia lvl 9 any possible way I can beat him without using buggged ways ( I.E. cludkill and fake talking)

Best bet is to surrond him on all sides with one tank and a summoned tank. Cast Breach on him soon as battle starts and have your tanks pound away. I use Aerial servants hasted with skeleton warriors (summoned by bard since they lvl up quick),however juding from your chars level it will be a tough fight as you cant cast these spells yet, i say wait till your group is about 2 or 3 levels higher. It is hard to hit this dragon as he has low AC and i think you need to roll a 25 or greater to hit, which your chars arent going to be able to do consistantly. I beat the Shadow dragon with a group of level 9-10 but he killed everyone but me and it was quite a battle.I ended up waiting cause it was 2 much trouble to come back and get all the dropped equipment, also the shadow dragon is a little easier than firkagg. (i think he is)

Cast two lower resistance and then use all your magic missile, fire arrow, wand of lightning etc. He will be dead in no time.

I killed Firkraag with this party: Ranger lvl 10, Monk lvl 10, Minsc lvl 9, Anomen lvl 7 fighter/10 cleric, Yoshimo lvl 13 and Fighter/Mage lvl 11/9. I also had two wands of Lightning with a few charges in each. I summoned three earth elementals and a few other things, and used fire protection on them as well as the party. Then I spread out everybody so the whole party wouldn't be hit by his breath. I equipped Minsc with all the fire protection stuff, hasted him with oil of speed and had him attack Firkraag in melee. The Mage cast Lower Resistence, then used the Wands of Lightning, Magic Missiles and Melf's acid arrow. The others attacked with ranged weapons. Firkraag like most monsters, mainly attacks the closest enemy who attacks him, thats why I let only Minsc attack him in melee combat. It took a lot of running around and several tries, but in the end none in my party was killed. If you don't have any wands of lightning, memorize as many as you can. I found no other spells than Lightning, Magic Missile and Melf's acid arrow that made damage on Firkraag. It is difficult to beat Firkraag with such a low level party, but for me, this was the most interesting and funny battle in the game.

Firkraag's Dragon Breath is lethal and he does use Lower Fire Resistance at the start, so you'll want to ensure your party members - those who will be in sight of him, anyway - have at least 100% Fire Resistance each.
He also uses Stoneskin at the start of the fight - I think it's a Contingency of his - so you'll want to cast a Breach spell immediately to remove that protection of his.
I'd estimate his Armour Class to be about -10. This is a rough guess, from numerous hand-to-hand (all very painful) encounters with him. Also I summoned in a Pit Fiend just to see how it'd do against him in single combat...anyway, where was I?...
...as the others said, your party level is a bit low but I reckon it can be done. You could try slaying him in melee combat, though with what I've mentioned above you'll want to cast all those combat-enhancing spells on your infighters so their THACO is 5 or preferably, less, if you want to bring him down BEFORE your fire resist runs out (needless to say, once your fire resist spells run out you're a goner the next time he breathes his fiery attack). Having your mages cast Stoneskin and Mirror Image and rushing up to get Firkraag's attention may buy your party some time.
The alternative is to attempt using magic to bring him down, but you have 2 low-level mages so it's rather difficult I think.

Some good advice here but the way I always kill him is:
1. Send in ONE tank (your best one) with maxed out AC, mega HP potions in quick slot, fire protection, speed etc..
2. Get your magic users to drink a potion of speed each, this will give them great evasive mobility. Use your tank to DISTRACT Fircraag (Do NOT engage him in melee!)
3.While your magic users cast lower resistance and bomb him with as many Magic missiles as possible (the pattern of 1 Lower res. followed by one mag. mis seconds apart works pretty well), repeat untill Dragon colapses!
Simple, fun and satisfying

A lot of good advice here. The only thing I did different from most of these posts was to use two tanks in melee combat against him: Minsc equipped with Lilarcor (the best two-handed sword you can have at this point in the game; you have to take the better one from Firkragg), and my PC Half-Orc fighter wielding the Dragonslayer long sword, which, of course, you can find elsewhere in Firkragg's dungeon. I had poured my fighter's ability points into long sword, war hammer and dual wielding proficienies so that in the later chapters of the game he was dual-wielding the Equalizer and Crom Faeyr, a pretty devastating combination.
The combined assault of Lilarcor and the Dragonslayer really took down Firkragg's hit points quickly. But, as the others recommend, keep these guys on opposite sides of the dragon.
