i believe you have to do the mage stronghold. ALTHOUGH... (spoilers below)

i was in the middle of the mage stronghold quest when i went and did jahiera's harper problem quest, and after we wiped the floor with Galvarey, I found a Ring of Wizardry on his body, which said in the description that it was commissioned by my character. funny thing is, I hadn't commissioned that ring yet. so i thought, nifty, maybe I will get two of them. when I got to that step in the mage stronghold, it didn't work out because too many of my apprentices had died already. nice to have the one, though.
if you want the one that you get in the mage stronghold, i think you have to make sure that all your apprentices are alive till the last commission.
