lower reaches?

how do you get to the lower reaches in the unseeing eye layer?

Once you've gotten the other part of the device from Amaunator's tomb, return to the renegarde priest. He'll tell you about an inside agent in the Unseeing Eye cult. As you enter the circular ramp of stairs, you'll find the agent in the southwest. He'll tell you about a secret passageway down. Just click around that area, and you'll access it.

amaunators tomb? is gaal the renegade priest?

It's Amaunator's Temple (an old forgotten one), Gaal is the Current highpriest. Go out of the Unseeing eye place to where you came on on the same map and go to the SW, there you'll find a door, go in and talk to the former highpriest and things'll become pretty clear.

A lot of people just use to attack Gaal at first sight and then immediately deal with the Unseeing Eye. That's not the best way. If you accept Gaal's quest, you can get the Gauntlets of Dexterity, a must for Keldorn.
