Only after you exit Underdark - not sure exactly, may be only after Rhynn of Lanthorn is returned to Elhan.

As Osiris stated you will be able to go to the Forest of Tethyr only after you exit the Underdark and begin your search for the "Rhynn Lantorn".....

I have tried to leave Trademeet and the Druid Grove on all the sides facing the forest of Tethyr and could not get it to appear till after I come back from the Underdark.


Now if you could get the area code you could go there any time. Image
