Help! Cannot find Travin

Received a mini-quest from the Lathander Temple to get the Dawn Ring from Travin at night in the Slums. I cannot locate him. Thanks in advance for the help.

Look straight down from the gates, about a full screen. On my 17" monitor, he's about 1 inch above the building straight below the North gate.

I assume you went straight away; I'm not sure if there's a time limit on the quest.
