Slow Bug ?

I have recently installed BG2 + TOb on my new PC + official patch and Balderdash patches.

Now I am replaying the game and in the underdark beholder dungeon i noticed that The slow Bug which I seem to remeber being fixed by someone is broken - Does anyone know If my memory is faulty or if a patch for this does exist

for thoughs who don't know what bug i'm talking about - Slow when cast at you is firstly cumulative (which it shouldn't be) and more problematicaly some of it's ac penalty and thaco penalty effects still affect characters who are protected by free action - This realy hurt in the beholder dungeon for it meant that despite being protected by free action and cloak of reflection i was being slowed every few seconds - leaving me with a thaco and AC both above 30 - ever been beaten to death by a gauth it's humiliating.
