The hunt for Fovem!

Hi, I've got a little question. My character is a paladin, and I was around the docks district the other day, and decided to cast a detect evil spel, just to check if there were any anoying muggers about. Suddenly, there stood
Earden (me) magic resistance
korgan- Evil
Fovem- Evil

I've looked up and down the docks, but can't find Fovem, whatever he is. Can anyone tell me who/what Fovem is, and where to find him/it?

Walk round he'll glow red if he is evil!

duh, I tried that, but they only glow like 1/2 a second. that'll require a lot of DE spells.

He's down near the docks, where all the little boats are. He sells you some stuff. He's just below the Harper Complex, and he looks like a thief. Hope this helps.
