I've retrieved the red cloth from Tirdir and went to the Bridge district to find the guys that buried him. They are not there. Do I have to go at night?

I've talked to the guy at Helm's temple in the temple district about the sculpture quest. the lady (ore merchant) at Wakeems promenade won't talk to me. Do i have to talk to aritist first?

yes you do.. (i think you have figured this out already) .. he is in the goverment district..

After you get the red cloth you have to talk to the gravekeeper in the graveyard, then the bad guys should be there .
