Dunno if this was common knowledge, but you can pay someone in the governent area and then be able to cast magic in the city, getting a permission that is
Sigurd, Crazed Cleric of Talos, Servant of Evil.
In the counsil of six building, there is a mage to the lower-left of tolgerias, that sells licenses. Talk to him 'bout becomin' a member, and he will give you the opportunity of bying license. This will cost ya 5000 gold.

Well, I didn't know, so thanks! Weird though, that I haven't noticed that, because I've been there many times. By the way, sigurd's name DOES sound like scandinavian, but definitely not finnish. Mielikki sounds like finnish. I know this because I'm finnish myself

Its true, i read in another topic about it, basically cast a spell, kill the wizards that have a go at you, then rest and cast another spell, kill the wizards etc. The fith time you do this they will say something about now sending their toughest forces after you, if you survive this onslaught you will be free to cast spells as you like, spend the 5000 on something else and have the satisfaction of kicking cowled butt. However the fights are tough so you may just prefer to pay the fee

I wouldn't suggest going after the Cowled Wizards. In my experience, they literally never let up. The tough groups keep coming after you, and that just means it becomes impossible to wander around, shop, etc.

Another, somewhat cheesy, way to do it that I read about was as follows. First, find a nice open place where you won't toast too many civvies. Second, cast a spell. A Cowled Wizard will appear, to give you your official warning. Kill him before he talks to you.
Apparently, the flag for the "one strike, now you're out" thingie won't be set if you do the pre-emptive strike. Bad for roleplaying, but a convenient way around the law.

I think there's a strong cultural affinity for fantasy in several Scandanavian cultures. I couldn't say why that is, but I've noticed it among friends and acquaintances. They also remain much closer to their "root" national legends than some other Western societies--particularly the Finns, with their remarkable Kalevala.

I'm norwegian, so then you know that. And yes, I also guess that scandinavians (except maybe finnish people...) like fantasy games more than the rest of the western cultures.

Well, Killermachine, history can be a powerful motivating force, especially when politicians use it to make people do very irrational things as a group. But at least you have a sense of history. In my country, the USA, they never really developed a sense of history. And when the virus of modern consumerism came along, claiming that the past was worth nothing unless you could market it for nostalgia, it found a ready host in the USA. Not only does this country have no past, it find the concept of a past either stupid, or incomprehensible.
I'm sure most people in the US don't even know where Scandanavia is, let alone Norway or Sweden. (Unfortunately for Magnus Smek, St Birgitte knew where *he* was.)
From what little I can tell at a distance, your whole sub-continent is a lot saner than my fellow Americans. Have you ever considered moving your people and government over here, while most Americans are shifted into Norway, Sweden, etc? Just think: the Americans could have a wonderful time desroying the environment you've all tried to preserve, while you'd be able to move south in the winter and drink aquavit while basking on the Florida beaches. Suggest it to your politicians. Who knows, perhaps something can be worked out.
I'll just stay in hiding the whole time, and come out after you've settled in.

Killing the cowleds isn't that tough since you know what to expect. Have a mage cast a Carrion Summons and get ready with your druid. Usually one will teleport in and talk to you before the others do. The moment you see the first one, start casting Summon Insects on him...by the time the others arrive they will get hit and any that don't can be easily stunned by the mutated crawlers.
