IIRC it's 400 and I believe your rep raises by 1? Anyway, he's annoying, I usually leave one guy next to him to let him talk to and take my other guys around the map picking up stuff and dispelling the "Fog of War"
Not killing him is the best choice IMO (exp points are always useful), BUT if you kill him you don't lose rep. points and people don't turn hostile (red).....i think that's because he has annoyed everyone in the city...

No rep increase on Noober, and the experience boost is negligible. It's just Bioware throwing a curve at anybody who expected the exact same situation as in BG1.
