If you want to add new gods to the forgotten realms you would have to considering the following (I might forget a few things)

-portfolio
-personal history
-relationship to existing gods
-clergy (rituals, unique identification marks)
-domains
-favored weapon
-Possible prestige class for clerics or whatever
-Symbol

To name a few things.

new gods? well, i think the best way, IMHO would be to add a quasi power, possibly in service to an already esstablished god. examples include the red knight, in service to Tempus, or Jergal, the Seneschal of Bone Castle, who serves who-ever rules the land of the dead.

another way would be to have the new god as an aspect of another god. the same wy the Beast from the moonshae triliogy was an aspect of Bhall.

Or, you could have a resurgence of an old god, like mondar and myrkul have. myrkul, killed during the time of troubles, has a peice of his essence residing in the crown of thorns in blackstaff castle. mondar, killed in the finders stone trilogy, has had come back, sort of.

other ways is to use gods from another campaign setting. it is easily conviceable that they could enter the realms.

then there is demons setting themselves up as god. thats a good way of getting a campaign hook going.

of course, who nows what dead gods are just waiting for a comeback, or some powerful mortal or another god to claim there portfolio...

From the way he put it, quasi-power basically equates to demi-god, I think.

in the realms, the gods are arranged into greater, intermediate and lesser powers.

there are also dead powers, whos portfolios have been taken by another power. good exapmle. Cyric!

Quasi-powers, according to the "running the realms" source book, "are a mixed bag of old gods, demi powers, forrgoteen deities, and local powers. each is powerful in its own right, but has not entered the fray as an established deity knownthrought the realms. As a rule of thumb, quasi powers have the same abilities as a lesser power, and a local god on its home turf can manage the feats of an intermediate or greater power. it should be noted the demi powers are weaker than lesser powers, in cases where a quasi power is identified as a demi power.

some quasi powers are heros promoted to the level of deities, eg Tchazzar, but other are beings in the service of other powers, such as the red knight or Jergal.
