Theives, scrolls, and casting level

With the use any item ability thieves can use mage scrolls. How are level affected spells calculated, is the thieves level used as the casting level? Thx.

Probably yes, though in ToB casting lvls are capped at lvl 20...

As far as I could tell, spells from scrolls are cast at level 10. No Skeleton Warriors from a Scroll of Animate Dead, that's for sure...

Try casting a spell with a duration of X rounds + 1 per level of caster and count how many rounds it stays
