BUG: Mage Extra Spell Abilities Negate Natural Spell Progression

BUG: Mage Extra Spell Abilities Negate Natural Spell Progression

There appears to be a bug in the game with regards to the Mage High Level abilities 'extra spell of level 6, 7 and 8'. I understand that these abilities are supposed to give you an extra spell of that level but if I learn any of them they negate the effect of the extra spells I should naturally gain through levelling up. For example, my level 20 Nalia had the abilities extra spell of level 6 and 7 which meant that she had 4+1 and 3+1 spells of level 6 and 7 respectively. In levelling up to level 21 she should have gained an extra level 6 and 7 spell naturally to have 6 level 6 spells and 5 level 7 spells but as she already had the number of spells of level 6 and 7 that a 21 mage would have (5x level 6, 4x level 7) she never gained any more spells in levelling up despite her having the high level abilites to give her extra spells. She now has one fewer spell of level 6 and 7 than she should have and I have wasted 2 high level abilites!?? What's going on?
Some people have suggested that the tables in the Throne of Baal Manual are wrong but I've looked around the net and I'm sure that I should gain some spells in levelling up from level 20 to 21. Is this really a bug?

In ToB you don't receive any new spell slots for going from level 20 to 21.
Being an Evil Overlord seems to be a good career choice. It pays well, there are all sorts of perks and you can set your own hours. However every Evil Overlord I've read about in books or seen in movies invariably gets overthrown and destroyed in the end.
