Multiple Devas, Plantars Question

I've read in some of the posts here that some of you have used multiple Devas and Plantars. When I try to do this it tells me that I cannot have another creature of that typemat this time. How do you do it? Is it a cheat, a bug (in my copy) or aremy characters too weak?

By using a project image spell first and then using the projected image to cast your Planetar type spells you can break the 1 summon at any time rule for this kind of creature in the same way that a simalcrum or a projected image can also break the five summon creature maximum that applies to all other summons in the game.

This is one of the main reason why simalcrums and projected images are so cheesy.
