After finishing the quest in Black Root concerning the retrieval of the dagger, the mayor says he's going to ally himself again with Dernholm, but he doesn't hand out the taxes.
I tried to pickpocket it from him, but he always!!! notices it and a fight starts.
He said something about sending it away latter but I need the tax to finish the quest.
Yes: Don't Worry, Be Happy. The mayor won't give you the taxes. He'll merely agree to comply with the demand. Go back to the king, and he'll reward you.

I found you have to query the king about his alliance to Tarant and convince him to align with Dernholm then give him the knife through a query and he gives you the gold. You don't need to use a fate point nor any level of persuasion to do this.
