Rest in the dragon's eye
How come you can't rest in the dragon's eye? Is this a bug, or is it supposed to happen (i'm at level 5)
I do not have the touch, nor do I have the power.
There should be places to rest. You get attacked frequently in some levels. If you are on the first level, you might want to go outside. Once you frree the priestess she will watch you while your party sleeps too.

Try saving at the entrance prior to Level 3
At level 2 just at the entrance to level 3, you will notice that the space is relatively small and tight but enough for a party of six. What I do is to stay there and rest. Sometimes it is indicated that you are awakened by monsters but the monsters are somewhere else about, simply because there is no space to put them near my party. So when I rest again since no monsters are seen (I can even save the game), the next "morning" my spells are all memorized and my members in full points.
Now, I do not know yet if the monsters accumulated in level 2 for me to deal with once I finish level 5 and head back home.

Stilgar's talking about the Yuan-Ti section. You may not rest there. Its a real pain, I don't think its a bug. its just such a hostile environment you aren't allowed to rest. The only thing you can do is go to the room where the prisoners are and ask them to watch over you. Haven't tried it, as I usually rescue them, but I would imagine you can still sleep there if you release or kill them.

I think i went wrong when i let my paladin talk to the guy in chapter 4, he found out the guy was evil, and so he attacked me (and i killed him ) But in level 5 i can't rest either!!! are there more area's in the game you can't rest? it's realy anoying cause i'm an huge fan of haste!!!

Did you find the room with the prisoners in (behind a locked door)?
I let my Paladin do the talking, kill all the Yuan-Ti and then you can still rescue these guys and rest in their room. Otherwise you may have to go back out to the level with the wraiths and zombies to rest.
I don't think there are more such areas. If you have HoW installed you can cast a spell which negates fatigue (or you can always drink Berduskan Black Brew) if you are a haste fan.
