My fighter/thief has a thieving level of 17. When will I gain the ability to use any item? Does this ability require the Throne of Bhaal expasion? Any advice would be greatly appreciated.

Around 3.000.000 XP (sum of all classes if mc, active class if dc), only with ToB installed.

Use any item is a high level ability included in Throne of Bhaal (so you do need it).
If nothing we do matters, then all that matters is what we do.
