I am having trouble with the Nalia/Isaea quest. Nalia's been arrested. How soon after Nalia's been arrested/taken does the soldier come up to me to tell me about gathering evidence to free Nalia ? And where does he do this ?
Other forum posts mention about talking to Barg in the Docks District, but I can't seem to locate him anywhere, so I figure that maybe the soldier never came to talk to me.
Nalia and Isaea
The helpful soldier (Khellor) should have showed up immediately after Isaea arrests Imoen. Where was your party when it happened? It is possible Khellor got stuck (and might be still on that map somewhere).
Barg shows up near the Sea bounty tavern, after you talk to Khellor. You can force Barg's appearance by entering the following at the console:
SetGlobal("SpawnBarg","GLOBAL",1)

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Ah, the Graveyard district. I've had problems with NPC's who were trying to approach my party getting stuck here, most notably those involved with Jaheira's romance.
