For Tuigan bows description states that you get 3 attack per round, while for xbows of speed that you get one extra attack per round.
Does that means that with the previous yours attacks are fixed to 3 (except maybe(?) for the effect of hasting spells) while with the latters you get an extra attack on top of your normal abilities:
ie. my warriors already has 5/2 attacks per round and equipping Tuigan my attacks would raise to 3 while with the xbows to 7/2?

The first case, yes - your attacks per round is set to 3 when you equip Tuigan Bow +1. However the Light Crossbow of Speed gives you 1 attack per round bonus above the normal rate of Cross Bows - which is 1 attack per round - so this means you will get 2 attacks per round.

The Tugian Bow does not 'permantly' fix your number attacks at 3.

Like any other weapon, you can benefit from extra attacks (via proficiency or innate warrior ability). At level 13, a warrior character with at least ** in shortbows will attack 4.5 times per round with the Tugian Bow.

In other words, Tugian Bow may have just as well been written "+1 extra attack per round". Normal bows attack 2x per round, Tugian Bow attacks 3x per round. Nothing complicated.

It's confusing that the designers decided to describe it differently than they did for the Light Crossbow of Speed, but the end result is the same.
