Is there anything special about this place (since there are some things hinting into that direction) except for the Enchanted Hammer or is this just another unfinished quest location?
I never found anything except for the enchanted hammer and a huge floor trap in here. I'm wondering if this crypt was part of a quest that was edited out of the game at the last minute.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
It wouldn't be the first one... There's that warehouse in Lower's Ward and that weird guy Oj in the Burned Village as well. Indications there could be quests related to it, but never found out what exactly.
I recall hearing that there were supposed to be a group of vampires operating down there. Evidently, time interfered with its inclusion.

Vampires?? Glps - Maybe a bit out of the party's league at such low level, even though I think it would have been interesting to see what effect vampires would have on the Nameless One...

Nope, it was a quest left out of the game. It involved the two abishai's in the Smoldering Corpse, and several other characters that are in the game files but were left out of the game.
