Does anybody know when a cleric can start turning skeletons in HoF Mode?

Goddam, who couldn't swim, reached his hand out to ***** and begged him to pull him out, and as he did, ***** noticed an interesting-looking ring on his finger and pulled it off. He would have finished Goddam off then and there, but pity stayed his hand.

I wasn't aware that HoF mode had any effect on Turning Undead. I know that in non-HoF modes clerics start turning normal skeletons around level 3 or 4, and start destroying them somewhere around level 7 or 8.
There's nothing a little poison couldn't cure...
What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

HOF does effect turning. My 7th level cleric cannot turn skeletons.
