There's been lots of times when some NPC's won't talk to me. they just say "cannot iniate dialog. merchant appears busy."
how come i can't talk to him? my rep is 17, charisma is 20.
one particular instance right now is a merchant at Trademeet and it's day time. i want to buy stuff from him but can't iniate dialog. anything wrong with me?
