Need more info. Do you have ToB installed? What patches or mods do you have installed? Which Harpers have you encountered? Are you romancing Jaheira? If so, what value is her LOVETALK?
There's nothing a little poison couldn't cure...
What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

I'm having the same problem
I've run into the same problem myself. I defeated Irencius a couple of days ago and started with ToB but I decided that I wanted to finish the game with the Jaheria romance, so I went back to a previous save game and left from Suldanesselar to finish her romance out. I met up with her mentor, and she stayed with me, but since then I've not been able to find any more harpers, or get anymore dialogues with her to pop up. I think her last romance dialouge was something about being afraid of being hurt because she wasn't sure she could trust a Bhaal Child. The harpers I've ran into so far have been Galvery and his gang in Athkatla and we killed him. I've also killed Revine and her group. The last harper was Jaheria's mentor. Any help or suggestions? I'm getting frustrated and if I can't get anything to come up soon, I'll just on on with ToB, but I really wanted to finish out this romance since I worked so hard on it. Oh yeah, I forgot, her lovetalk value is 52. What does that mean?

Jaheira's romance will not advance in Chapter 7. Since her LoveTalk is at 52, it should continue in ToB.
