When i was going to visit Minister Lloyd in Umar Hills, he wasnt there. Is it a time limit to visit Umar Hills, because ive been waiting a really long time.
What should i do...without him, i wont be seeing Thax'Illyssia, Trademeet and Mazzy.....help

Well, hes either going to be in the village square, or in his cabin,
as to the problems with trademeet what? Trademeet and Umar hills are unrelated except for Mazzy is from Trademeet.

i thought that u only could be going to temple ruins (see t on map) by talking to minister lloyd...

Talking to Minister Floyd starts the quest, but doesn't put the Temple Ruins on the Map. Finding and picking up certain items in the Ranger cabin does that for you. ;)

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

When you first enter the area, Minister Lloyd is standing with a group of Villagers near the fountain. When your party approaches them, they automatically initiate dialog, after which Minister Lloyd moves to his house, on the lower-right part of the map.
There's nothing a little poison couldn't cure...
