I cannot find the guy I am supposed to talk to in the docks district. I have gone there at different times of the day and night but can't find him. Any leads?
Also, while I'm at it, frequently when I try to speak to characters in the game the "appear busy." This is true of innkeepers, and, for example Mae'Var even though I have the necklace he asked me to retrieve. Again, any leads?

The person you are looking for should be at the bottom of the dock's map. You may like to check your journal entry for the quest.
