need help in thief stronghold

ok i have finished the original requirements for the thief guild. i missed my first quota, so everytime i go back to renal to try and get it back i pay the gold and then i lose the guild all over again. i would pay the quotamaster but i don't know where he/she is or where to look. this is probably a stupid question but i have looked at the threads and could not find anythign that will help.

Yeah, but if you come in late when your thieves return from their missions, you can wind up staggering them.

I showed up late a couple times, and wound up with about 2 days difference between my theives returning and the quotamaster showing up. He will be the guy who looks like he is squatting between the other two. If he isn't there, rest until he shows up.
