do u ever get to go back to suldenesslar in tob or do u have to import a game.also is their a patch to make u immune to +1 weapons and less?

Once you start ToB, you can't return to Suldenessalar. There is no patch to give you that immunity.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

in one of the challenges in hell at he end of SoA you can get such immunity but it depends on your dialog answer (I don't remember which challenge or if it is granted after an evil/good reply though)
then when you start ToB with the same character you should have the immunity
