question about the dawn ring...

i'm doing a quest in which cleric from the Athalander (sorry for the misspelling) asked me to retrieve the dawn ring who was stolen by thief named Tarvin. he also said that i can find him in the slums during night. the problem is that i didn't find him.
do u have any suggestions?

Are you near the top exit, thats where I found him. Also you might to try True Sight that'll show where he is.
