Well I am one of those people who likes the idea of being good with any weapon. But I run into this problem: If I am level 7, fighting level 7 kinds of monsters, and then I break out my 11 in short blades, I stand there missing and missing forever, having to heal myself just so I can miss more and the battle takes forever, without raising my skill too much because I only got 3 successful hits in in 300 swings
Well what helps a lot is a bound weapon in your off-skill. I got myself a tanto that conjures up a bound dagger. The temporary +10 to the skill from the bound weapon allows me to connect way more in a fight and hence develop the skill way faster (and brings up enchanting skill a little too for using the enchanted weapon). I found myself running around cutting through cliff racers like I want to, and upped my short blade skill level 3 times in a short amount of play. I even cleansed a tomb of a couple bonewalkers and a greater bonewalker
Great way to raise a lagging weapon technique

Jaker,
That's a good tip
I've been wearing the Druagh armor I bought in Balmora and finally scraped up enough soulstones and cash to have an Enchanter cast 'Bound Dagger' and 'Bound Longbow' on the twin bracers (I enchanted the rest of the armor myself because it just got way too expensive). The duration is 159 seconds for each, and that's a looooong time in combat (the Ancestral Ghost soulgems powering the effects usually recharge at a fair clip as well) and provides the time needed to hit a lot in order to build skills, as you say . For anyone contemplating this, the "Bound" spells cost me around 12k each, but I have minimal points in Merchantile and Speechcraft (maybe 10 in each) and my PER is 40-something (my level is around 3 or 4).
It's nice to have these weapons as backups at any rate...good to know that my character's never defenseless
On a side note, If anyone is interested in enchanting items, those junky, heavy shields that the skeletons drop (rusty, iron round shields) can hold 50 enchanting points !

nice!
My character's main weapon is spear, and I have had a ring I made for quite awhile that does a bound spear. REALLY handy especially when your main weapon gets broken or needs really serious repair, that's a whole other good use for bound weapons.
So you have a suit of Dreugh armor, huh? (drools)
