I think he means Phaere...and yes, you will not be able to get Jaheira nookie if you bed Phaere.

I'm not sure about that...
when my character slept with Phaere, afterworths Jaheira asked him about it, when you answer her that you had no choice, she understands and even appreciates your honesty.
When I checked with the 'CluaConsole' there was no harm done.
