Its simple really - the better the stuff the harder to steal. THe merchants selling on the street of course will be alot easier to steal from then say merchants at adventurer's guild.
Try to steal in the thiefes guild, there you can sell you're stolen item, this way you can get unlimited gold, so you can buy the items you wanted to steal in the adventurers market

When you say max do you mean 100%? The level of who you're stealing from acts as a penalty to that ability score...get higher pickpockets with several items.
But don't go too high- IIRC 250 is the limit and if you go above this, the ability warps back to 0%. So you're pickpocket score may say 270% but it would infact be a meagre 20% (I think )
Stilgar, potions of master thievery stack, +40% each and there's potions of perception (+20) and gloves of pickpocketing or Jan's gloves... its quite easy to get 200+
