How does one open the console

There is a fix for a problem I have, but I need to open the console. What is that? The editor? Xbox?

I have read several times that you press ~ to bring up the console, however I have tried this repeatedly to no avail. Does the console have to be enabled in the .ini file or something?

No, it should work without any file modification.
