yes minus and he can't level up so i am stuck with a level 9 Sorc

XP remover? You mean XP Cap remover? Which one?
What is Kelsey's actual XP in the game?
Your best bet is probably just to load the saved game in ShadowKeeper and edit his XP value to something normal. This is something that's never been reported, though, so I suspect that the cap remover or some other MOD you have installed may be to blame.

Kelsey has a next level value of -1 so his next level is -1 shadow keeper cannot change what there next level will be only current level and XP both of which will not change his next level -1 thingy

Did you perhaps also install any alternate rules packs which affect the level and spell progression for sorcerers?
