At first, I thought random beasts you encounter in the countryside were strictly geared to level. Recently, though, I've had my doubts. Take my latest pair of characters. One's a stereotypical mage: shortswords, light armor, lots of magical skills. Didn't meet a nix hound in the wilderness until he was level 4, I think. Then there's my hybrid mercenary, good at sneaking, heavy armor, longswords, and alchemy (he thinks of it as herbology), just realized how important magical skills are, and has 'em in his minors. Strong, agile, and good endurance. As soon as he hit level 2, the nix hounds came out to greet him. He can't even sleep without a nix hound snuffling around his carcass.
So--is it just leveling, you think, that brings out the higher randomized critters? Or do attributes and/or skills figure in there, as well?

but, IMHO, developers know their game conception too well to make encouters depending on plain level.
You see, in this game level means virtually nothing, attributes and skills are what matter. One can make fast leveling almost without raising characteristics or, otherwise, level up steady with all three 5'es in each (or almost each) step. I'm sure you can see the difference. In fact the problem is not the level, the problem is real power. It hardly can be achieved by hurry, in fact, if you want really powerful character you should be very careful with raising minor and major skills.
So i guess (or rather hope

According to what I've read, it's based on two things: straight level, and spawn zones. Some types of critters are just geared to certain areas, regardless of level. Which is why when you're level 50 you'll still be killing truckloads of cliff racers :/
One of my first starts (I must have started three dozen characters) was a thiefly type to got sneak up to 100 before leaving Seyda Neen. All other skills were starting level. What do I run into just outside of town? A golden saint.
