You must have a newer version of the game - I've never seen it on the CD cover. If you're talking about the portrait used in the game, you can extract it with Infinity Explorer.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Well, I bough the game when it first came out. I have a brown paper cover (Sarevok on front) for the five discs, with the NPC portraits on the upper inside. Edwin's portrait isn't the same as in the game but an earlier version (I once read).
