see fighters guild quest from another member, and delivering
20 flin to Elith Pal mine, no DANGOR character to be found.

I'm sorry pal, I can't help you. But what worked for me often, is to read the journal entry about a quest again and again, if some person didn't seem to be where it should, and if I just can't figure out, what went wrong. Most of the time I discover, that I read over the text to hastily and interpreted a "in town" with "near town", and a "deliver your stuff there" with "deliver your stuff there, but first visit xxx..."
If it isn't a bug, that this guy isn't in the place where he is supposed to be, then maybe you need a certain flin from a certain location, to trigger his appearance.
